What happens if I donate my state return to charity, but still owe the IRS federal back taxes

I want to donate all of my state return, while filing, so my return will be 0.  The IRS usually takes all of my state refund for back taxes, so will they ask me to pay them what I donated off of my state return?

Until you pay your back taxes you owe them the money. if you you give some money to charity that does not change the back taxes you still owe them.
