Two kids under six, only getting $4k credit, not $7200?

Filled out the advance credit line, got $3150 for the kids in the last six months of '21. We've got 4.5-yo twins. So shouldn't our credit this year be $7200 total, and we're owed $4050? Instead, TT is only $850 as our remaining credit, leaving the tax credit at $4000 total, or $2000 per kid.
