Maybe not.  It will be close, but may not be accurate.  Usually the numbers from your property tax statement are off just a bit.  It's best to contact your lender to ask for the actual amount disbursed during 2016.  Real estate taxes are paid in arrears so the 2016 amounts are usually not paid until 2017.  Sometimes half of two different calendar years are paid during the tax year.

It might say the amount disbursed on your last mortgage statement for the year (December or January's statement). 

Also, yes, it is common.
