I live in California and have not been in Ohio during the last year. Property taxes have been paid in Ohio but do I have to file any income tax in Ohio?

Yes. If the property was sold for gain, you have "Ohio source income" and are required to file a non resident Ohio return. California will will give you a credit, or partial credit, so there will be little or no double taxation.
