Should I answer NO? For reporting on HSA (health insurance) - the form I have is 1099 SA, but the question is asking if I have form 1099 A.

I think the question that you are looking at is whether you have a 1095-A, not 1099-A. If you don't have a 1095-A you should answer No.

An HSA is not health insurance. It's a Health Savings Account. To enter your 1099-SA type 1099-sa in the Search box, then click the link that says "Jump to 1099-sa." You will have to upgrade to TurboTax Deluxe. Form 1099-SA is not supported in Free Edition.
