We paid the discount rate because we paid it early.  Do we enter that as the amount that we paid in Real Estate Taxes, or do we enter the face amount, which is what they charge with no discount or penalty?

You enter only the amount that you actually paid. The face amount is not relevant, only what you actually paid out of your pocket.

Yes, you can deduct all property tax you actually paid on all property you own in the year paid.as long as you only use the property for personal use, and also itemize your deductions.
