Is my work considered to be within the U.S. or outside the U.S. if I was an English teacher in Africa?

It depends on where you performed your work.

If you worked from inside the United States, teaching online, then your income is United States income. If you were physically located in Africa when doing your teaching, then your income is foreign income based in Africa.
