Adoption finalized in 2017. No adoption expenses in 2019. Can I use the rollover adoption credit in 2019?

The unused adoption credit automatically carries to the next tax year in order ... 2017 to 2018 to 2019 and so on ... the program does this for you automatically if you use the same account each year.

Do I qualify for an adoption tax credit if adopting a child out of foster care and no out of pocket expenses are paid by me?
