No, the 2018 amended tax return payments you made will not have any affect on your 2019 tax return.

I AM AMMENDING MY 2018 RETURN. MY TAXES INCREASED  Do I report this increase on my 2019 tax form.  I should finish the ammended return first before I file the2019 taxes.?

Yes, go ahead and complete your amended return first. But in no case, should you delay filing your 2019 return past April 15th (or whatever day for filing that Congress finally settles on).

The processing for tax returns is mostly separate year from year; however, sometimes there may be a carryover from one year to the next so it would be convenient to do the earlier year first.

You would not normally report an increase in 2018 tax on your 2019 return.
