My husband used his IRA to pay for his mother care. Can he deduct these expenses? Can he use this as a qualified charitable distribution? Does he have to pay the federal and state taxes on his withdraw?

It depends, if your husband's mother is a dependent of you both, then you would be able to deduct the costs as a medical expense. You may be able to claim her if she meets the requirements to be claimed as a qualifying relative dependent. If the expenses are high enough on Schedule A and you are able to claim her as a dependent, you may be able to reduce taxable income using itemized deductions instead of standard.
