My standard deduction is more than my itemized deduction. However my state refund is more if I itemize. Could I choose the Itemized deduction instead in TurboTax?

Yes, you can change the deduction from standard to itemized if your state refund will benefit more.  The IRS does allow you the choice. 

In TurboTax, you can do so when you are completely done with your deductions.  The program says that it has chosen standard deduction and right below there is a box change my deduction, which you should check to make that change (see pic).
