Yes, you can change the deduction from standard to itemized if your state refund will benefit more. The IRS does allow you the choice.
In TurboTax, you can do so when you are completely done with your deductions. The program says that it has chosen standard deduction and right below there is a box change my deduction, which you should check to make that change (see pic).
