IS a 1099-SA (HSA) required attachment for NJ and NYS pasper filings

Seems w-2s and several 1099s are required for paper filings in NJ and NY. When I looked up online, 1099-sa was not listed as a required  attachment.  I've looked in Nj and NY instructions and they just speak generally about 10999s but no specific mention of 1099-SA.

There is no entry on the Fed  unless you didnt spend the HSA money on qualified med expenses.

You do not need to include your 1099-SA with the state filings.  Generally, the forms you are required to include with paper filings are those which show the withholding paid to the taxing authority.   There is no state withholding option for social security income, so it is not necessary to attach the form.

I’m confused.  My question  has nothing to do with social security.
it’s about health spending account  (hsa ). And I read somewhere here that Nj is one of 2 states that taxes it

Employer contributions to HSA's are included in New Jersey income as reflected in box 16 of the IRS form W-2 where the state is reported as New Jersey in box 15.

IRS form 1099-SA is not a required attachment on New Jersey state tax return paper filings.

New Jersey Resident Return NJ-1040 booklet page 41 does not mention IRS form 1099-SA because state income tax is not withheld on IRS form 1099-SA.
