The contribution limits for 2019 are $3500 if you are covered by single insurance, or $7000 if you are covered by a family plan. If one spouse is covered by a family plan, then both spouses are eligible to make contributions as if they were covered by a family plan. The maximum contribution for each spouse in that case is $7000, but the total contribution limit for the couple is also still $7000.
If you and your spouse are each covered by a single policy, then your limits are $3500 each. What do you think the program got wrong?
