If my property taxes are included in my Mortgage payment can I claim them on my taxes?

You cannot claim the taxes when they are paid into the escrow account. You can claim the amount the lender paid the taxing authorities from your escrow account in the year they paid them. They should enter the amount on your 1098. Sometimes it's on the back. Or it may be on a year end statement.
