If I took standard deductions on federal return, are my medical expenses not itemized on federal eligible for Alabama state taxes?

These were out of pocket medical expenses.

By and large, yes.  However, there are differences in what can be deducted on your Alabama return:

• Qualified long term care premiums can't be included in your medical and dental expenses.  However, they're deductible in full on line 26 of Schedule A

• Medicare Part A premiums are only deductible if you're age 65 or older and you're not entitled to Social Security benefits

• Nonprescription medicines or drugs aren't deductible

Also bear in mind that medical and dental expenses in excess of 4% of your Alabama adjusted gross income are deductible.

If you entered these medical expenses in the federal portion of TurboTax, these should flow over to your state return, even if you took the standard deduction on your federal return.
