If I paid taxes on foreign income earned am I eligible for a foreign tax credit?

I was paid 40,000 EUR in Ireland and was taxed 16,000 EUR, I received a refund of 9,400EUR, can I apply for a foreign tax credit for the remaining taxes paid in Ireland?

I live in PA, already filed taxes, but was told I should amend them because there is a state child tax credit I was eligible for. I was told to use the PA-40DC. Help!
