If I live in Illinois why is it saying I don’t qualify for my tax fees to come out of my federal return because of foreign address?

Edit/Enter Personal Information:

Open your return.
Click on My Info tab.
Check your Mailing address does not have Foreign country indicated under Type of mailing address.
