If I didn't have a high deductible health plan for the entirety of 2023 but have an excess HSA contribution, how do I fill out form 8889? There is no "Not Covered" option

Revisit the HSA section:

1. Open or continue your return. 
2. Go to Deductions and Credits. 
3. Scroll down to Medical 
4. Click revisit next to HSA, MSA Contributions
5. On the screen Your HSA summary select Edit 
6. Answer the questions and continue until you get to the screen Were you covered by a High Deductible Health Plan (HDHP) in 2023? Select No
