I sold my car in July 2016 and received a refund for the car tax I paid. Do I have to claim the refund on my 2016 taxes? I live in the state of VA.

No, you will not need to report the refund of tax you paid on the car unless you took a tax deduction for the tax paid.

If you claimed a tax deduction for that tax in 2015, then the refund received in 2016 is taxable and must be reported. Otherwise, you don't have to report this refund.
