You should be able to get back into the step-by-step interview by telling TurboTax you want to amend your tax return (even though you are not actually going to amend).
That will allow to to see the questions again. Then go to the State part, and look for the question or check-box that asks about the Property Tax Refund (and/or Form M1PR). When you do that, it should ask the proper questions to fill out the Property Tax Refund.
You will need to print out and MAIL the Property Tax Refund because TurboTax does not allow you to e-file it.
