I have the Same Problem but TurboTax reverted back to yes in final printout.

I verified that none of my 1099 forms have the FATCA checked. And I went thought the recommended process to change the answer from yes to no and it appeared to work ok. But the block was still marked YES in the print out.

TurboTax miscalculated my penalty for both Federal and State two years in a row..
