I have one 1099-DIV which reports a foreign tax paid of 10.23, when looking at the details in the attached pages, $5.01 was Canada and $5.22 was from an RIC.

When completing the section about income it only lets Canada or RIC be reported for the one 1099-Div form rather than both

That's because TT can support only one country per payer. But it doesn't matter.

Go to the foreign tax credit interview and when you
start, here are the screen headers and the responses.       
1. Foreign tax credit
            Continue
2. Tell us about your foreign taxes.
              Skip the foreign tax credit.
3.  Foreign Taxes
             Continue
TT will exit the interview and the credit should appear on line 48 of the 1040.
