I have $103 of Foreign Tax Paid reported on a K-1 for 2023, from Dividend income. This is the only Foreign Tax amount that I have. Why is TurboTax not allowing me to claim a Foreign Tax credit without filing a Form 1116, which was allowed last year?

The most likely explanation is that you had a carryover of unused foreign tax credit form last year, which then necessitates the Form 1116 (in order to generate the Form 1116-B that reports the carryover).
