I had to pay back $5000 to my former employer; this is related to my moving expense that I received in 2018. Can I claim this?

You cannot claim it as expense in 2020. However, you might need to amend your 2018 return if the $5,000 was included in your income as a benefit. If it was a loan, and you paid it back, there is no taxable event.
