I got hurt in October 2019. Do I claim all medical expenses incurred or only the amount that has been paid by 12/31/19 on 2019 taxes?

You will deduct the expenses that were paid on or before December 31, 2019 this year and you can deduct the remaining expenses in 2020 (or the year paid.)

If you pay them with a credit card,  consider them fully paid on the date of the charge even if you are still making payments toward the credit card.
