I do not qualify for earned income credit but see that on line 52 of the 1040 I received a $1000 Child Tax credit. Will my refund be one of those delayed until 02/15?

No. The IRS is scrutinizing tax returns which claim the Earned Income Tax Credit or the Additional Child Tax Credit (line 67 of your 1040). The Child Tax Credit on line 52 is not included. See the bottom of the page on this link from the IRS.
