I bought a 2017 PlugIn electric drive vehicle pre-certified & was told by dealer that I would qualify for the tax credit but this states that I have to be original owner?

The dealer is wrong. You must be the original owner. Go back to them and see if you can get some money back.

Which state? There may be some State tax credit.
