No,it's still possible to claim the credit. But there are some limitations.
In order to claim the Child Care Credit, you need to provide the IRS with your Caregiver's Full Name, address and Social Security Number (or EIN). Sometimes caregivers do not give you this information because they do not wish to report their correct income to the IRS. It's best to get this information before you pay your caregiver.
You must try your best to get it from your care provider and enter it on your return. If you can't get the number, you may not be able to receive the credit, and you may also not be able to e-file. (You can still print and mail the return without the EIN or SSN as long as you tried your best to get the number).
Enter the information as usual, without the SSN. If your care provider still doesn't agree to provide their tax ID number, when you are at the screen It looks like you skipped entering the provider's SSN, check " Provider refused to provide the SSN.." (See the screenshot below).
Complete as much of the information as you can.
