I am clergy and pay social security tax. I work overseas so have the foreign income exclusion It gives me a refund of all my estimated tax payments. Is this right?

Your Social Security liability depends on how you earn your income.

If you are self-employed then you owe self-employment tax on foreign self-employment income that is covered by the foreign earned income exclusion.

If you work for a foreign employer, then you will generally pay the Social Security and Medicare equivalent to that country, though there are exceptions where you will pay US Social Security and Medicare including working for a US affiliate of a foreign employer or working for an organisation covered by a totalisation agreement.
