I was laid of in 2020. At my old job, I had a a high deductible heath plan and contributed to a health care savings account. I used in some of the HSA savings in 2021 to offset medical costs, so was issued a 2021 1099-SA.
At my new job, I do not have a high deductible medical insurance plan and am not contributing to a new HSA.
After I input my 1099-SA amount in Turbo Tax, it asked if I have a high deductible plan. I am not claiming contributions to a HSA in 2021. I am just reporting the use of amounts I previously contributed to an HSA at my old company. So how do I answer this question?

Report that you did not have a high deductible plan.
If your 1099-SA reported 1 Normal distribution in box 3 and covered only medical expenses, there should not be a penalty.
View the tax return at Tax Tools / Tools / View Tax Summary / Preview my 1040. Other taxes (penalties) would be recorded on line 23.
