My daughter got paid with a 1099-G (Federal Government Grant) while she worked as a researcher at the NIH. She resides in Florida, to do this job, she had to rent a place in Maryland, and had a lot of expenses (commuting, equipment, computers, etc.) Can she claim these expenses? and Where in the software can she enter them?

This income can be entered as business income and will be added to Schedule C. Form 1099-G doesn't automatically connect to the business schedule, so you will have to enter the income that is listed on the Form 1099-G as income for Schedule C. Do not enter the income in the section for 1099-G.
To add Schedule C for self-employment:
In your return:
The expenses will be able to be deducted from the grant including commuting, equipment, computers, etc.
Please see this TurboTax Help article about expenses to deduct.
