How do I answer the question about whether I was enrolled in a HDHP to have an HSA? I was earlier in 2016 but not as of December 1, 2016.

The question is asking " Yes, I was enrolled in an HDHP as of December 1, 2016 "  or "No, I wasn't".

You have to answer "no".

When you answer "no", TurboTax will ask you which months you were covered and with what kind of plan, in order to recalculate your annual contribution limit.

This will help TurboTax determine if you made excess contributions to the HSA in 2016.
