How did my sister get her refund today, Monday - January 29 (and it included the child tax credit)?

My sister e-filed on January 19 which also included the child tax credit. She received her refund today, Monday January 29. How is that possible? I thought January 29 was the 1st day the IRS was accepting returns. And not to mention, I thought the child tax credit delayed refunds to the end of February.

IRS runs a few returns through before official first day to test their systems; Some people get lucky ...

The delay is for EIC and the Additional Child Tax Credit, not the Child Tax Credit.
