How can a J2 visa holder file for taxes for income from a foreign income based outside of US

Are you a Resident Alien?  If you not sure, what year did you come to the US?

Did you do the 'work' for the income in the US?  For example, a remote work job that the employer is not in the US but you are doing the work in the US.
