FTC carryover not calculating

I have unused FTC that needs to carryover to 2023 but the system is saying Form 1116 isn't required and the worksheet shows the entire FTC being used on the current return even though only a portion is being used.   My understanding is that Form 1116 must be filed to carryover to 2023 but I can't force 1116 to populate.  Why is the worksheet showing all of the foreign taxes being used in 2022 when they aren't?

Never mind - I found the box to check to force print 1116 and now the carryforward is calculating correctly.
