Form 8911 for 2019 tax year

I have TurboTax Premier for 2019 on Windows Pro (not the online version, the program on the PC). I have been to the webpage and verified that all components of the program are the latest version, as listed on that page. I have gotten all form updates each time I have started the program.

The IRS website says that the energy credit for installing an electric vehicle charger in my home has been extended to 2017, 2018, and 2019. I am only interested in 2019.

When I attempt to access the form in TurboTax, it says (today, July 15, 2019) that it will be "Available Soon". A link in another part of the program was supposedly going to send me to the "correct section", but that was for energy credits of other types and had no way to enter something for an electric vehicle charging station.

How do I enter the 8911 form information and get this tax credit for 2019?
