Form 2441 doesn't include Qualifying expenses, causing Dependent care to be taxable

My form 2441 doesn't include any qualifying expenses and I can't figure out where to add that in. It's causing my dependent care flex contribution to show up as taxable.  When I go to child care credits it says I am not eligible and doesn't let me enter anything. How do I fix this? (online)
