Where should interest from a foreign savings account be reported if I don't receive a Form 1099-INT, and it's a small amount under $400? I'm using online Turbo Tax

You would enter it as if you had received a Form 1099-INT reporting the interest income. In the federal section of TurboTax, look in the Wages and Income area for Interest and Dividends, then Interest on 1099-INT. You don't need to enter the federal ID number of the source of the interest, so that is not a problem as you won't have that. Enter the interest income in box 1.
