Excess SS + Railroad Tier One withholding

TurboTax is not showing a credit on Schedule 3 for excess withholding due to both TierOne Railroad withholding and Social Security holding from a different employer.  How do I fix this?

Excess SS + Railroad Tier One withholding

You will either have to request a refund of the excess railroad retirement tax withheld by your employer, as mentioned in the program, or file Form 843 to receive the refund from the IRS. Unlike an overpayment of social security taxes, you can't get a refund of excess railroad retirement tax by filing your personal income tax return Form 1040. Form 843

Form 843 is not available in TurboTax.
