I purchased and paid in full for a Sondors Metacycle in 2021 but due to delays, I took delivery of the vehicle late 2022. Based on some documentation, it appears that I may still qualify for the tax credit since I paid in full in 2021 and took delivery before the 2023 dead line. Do I still qualify for the tax credit? If so, Turbo Tax does not recognize the Sondors Metacycle on their form so could that be updated or would I have to file else where?

TurboTax only supports the credit for vehicles that have received IRS certification that they are qualified. You cannot use TurboTax to apply for this credit because it hasn't been certified by the IRS.
Based on the purchase in 2021, you should be eligible for the two-wheeled Plug-in Electric Vehicle if all of the criteria are met. Sondors Metacycle is not on the list in TurboTax as you mentioned.
This is a new vehicle with two wheels that:
Is capable of achieving a speed of 45 miles per hour or greater,
Is propelled to a significant extent by an electric motor that draws electricity from a battery that has a capacity of not less than 2.5 kilowatt hours and is capable of being recharged from an external source of electricity, and
Has a gross vehicle weight of less than 14,000 pounds.
Is your vehicle qualified based on the above items?

Yes, the Metacycle from Sondors does indeed meet all of those criteria that you listed.
1) Top normal drive speed reaches 60 mph and 80 mph in sport mode.
2) Completely electric with a 4 kW Hours battery capable of reaching 60-80 miles of driving distance. Rechargeable via standard 110V outlet.
3) Curb weight = ~300 lbs

With this data, could the Sondors Metacycle be now listed on the TurboTax forms?
A possible complication is that the manufacturer submitted a Bill of Sale that lists the purchase date as 12/7/2022. However, I have receipts from my credit card statements that show my preorder and actual payments were made in 2021 with the exception of the delivery fee that was added on later in 2022.
I’m not sure if this conflicts with the “purchased in 2021” clause.
