Eic and investment income

If I have a negative amount from rental income in a schedule E and capital gains and dividends also would the rental income which is negative offset the gains and dividends so I would qualify for the eic

Q. Do rental losses offset  capital gains and dividends in calculating the investment income limit for EIC?

A. No. See worksheet 1 on page 6 of Pub 596 (https://www.irs.gov/pub/irs-pdf/p596.pdf) for how to calculate your investment income.  Note that  line 13 states "if the result is less than zero, enter -0-."
