Form 8910 for Alternative Motor Vehicle Tax Credit seems to be applicable for vehicles purchased in 2021 (or before). Form 8936 seems to apply for vehicles purchased after Aug '22, which leaves a regulatory gap of ~8 months between Dec '21 (when old rule expired) and Aug '22 (when IRA went into effect).
