Unfortunately, you can't include in medical expenses the amount you pay for any procedure that is directed at improving the patient's appearance and doesn't meaningfully promote the proper function of the body or prevent or treat illness or disease.

Even if said procedure was necessary to remove excessive skin which caused discomfort and rashes?

Well, if the excessive skin interferes with your daily life and is prone to infection and disease, you are preventing disease at this point by having the surgery... however, I recommend getting a doctor's written recommendation for the procedure stating that the surgery is necessary.
