Do i report 0 if my first stimulate went to back child support

No, you report what you received which is the amount that was paid on your behalf for back child support.

 

Your second payment will not be offset (garnished) for any Federal or state debts and is protected from garnishment, per IRS, even if it's on your 2020 income tax return.

 

Note: The stimulus payments are not taxable income.
