I claimed my child on my federal taxes (2022 and 2023). Can I still claim her for Indiana as well?

There does not appear to be a "child tax care credit" in Indiana for 2023.

Perhaps you are thinking of the "Employer Child Care Expenditure Credit (can be claimed beginning in 2025 for the 2024 tax year)"? From the name, it sounds like a credit for employers to provide child care at work, not a credit for individuals.
