Did the child tax credit go from $2000 to $500 for the 2019 filing year?
No. The maximum child tax credit is $2,000. Children with ITINs and other dependents that don't qualify for the $2,000, may instead be eligible for the $500 Credit for Other Dependents.

Did the child tax credit go from $2000 to $500 for the 2019 filing year?
If your child turned 17 in 2019, you no longer get the child tax credit. You now get the other dependent credit ($500 max). The child can still be your dependent and EIC qualifier
