Child Credit for Canadian children

My 4 children are Canadian citizens; have a TIN; and meet all of the requirements to qualify for the $500.00 per child credit.  All of the information was entered correctly into Turbotax; however the credit is not being applied.  Why?  How can I get the credit to be applied?

The $500 Credit for Other Dependents is a non-refundable credit. Non-refundable credit can reduce the amount of tax you owe, but they do not increase your tax refund or create a tax refund when you wouldn’t have already had one.
