Capital Gain Question Regarding Mileage

We have been improving our rental property which is out of town for one year.  Can we claim mileage and wear and tear on the vehicle in adding up our improvements to determine capital gain upon selling?

mileage is an expense, not part of capital improvements.

further, wear and tear is included in the mileage deduction, so you can't expense wear and tear. (how would you quantify 'wear and tear' in any event, if not part of the mileage?)
