Can I use turbo tax to file my taxes? Only source of income is federal, US Coast Guard. I am a resident of and live on GUAM. I also own a home on Guam.

Technically speaking, no, but there is a workaround.  Since you are a citizen of Guam, the fact that you are a member of the Coast Guard does not change your residency; you continue to be a Guam resident.  Therefore, you must file a Guam return, as this excerpt from Publication 570 (income of Foreigners) details in the subheading  Guam (click on link for further details):

U.S. Armed Forces. 

If you are a member of the U.S. Armed Forces who qualified as a bona fide resident of Guam in a prior tax year, your absence from Guam solely in compliance with military orders will not change your bona fide residency. If you did not qualify as a bona fide resident of Guam in a prior tax year, your presence in Guam solely in compliance with military orders will not qualify you as a bona fide resident of Guam.

 TurboTax does not support the Guam return.  However, the Guam return is a mirror copy of the U.S. return.  If you wish to mail in your Guam return, you can prepare your return in TurboTax as a U.S. return.  Afterwards, you can copy all of the information line-by-line onto the Guam return, and then mail in the Guam return to the correct location, attaching your W-2 copy for Guam.  You will be able to find the correct form on this website:  http://www.govguamdocs.com/revtax/index_revtax.htm (2017 Forms for Guam are currently not available, but will be posted on that site when they are.
