Unfortunately no. You would only be allowed to claim your NV boat registration fees if they are based on the value of the boat (not the size of the boat or whether is has a motor or not).
According to the NV Department of Wildlife, Boats operated in Nevada pay a registration fee instead of personal property tax. (You are only allowed to claim an income tax deduction for personal property taxes on boats.)
